Who operates your 911 center Sheriff, Police Department, Trust, County etc.?

Alfalfa – The county has our 911 system

Beaver – Ray we are just trying to get 911 going we have been waiting on the state 911 board to get all the standards done but we are going to piggyback off Texas County 911 so we will be dispatching our own not sure the cost for sure

Canadian – El Reno PD is the receiver of 911 calls for the Sheriff’s Office. If it’s a Sheriff’s Office call they forward the call to us. We lack enhanced 911 capabilities, so we don’t get the callers information sent to us

Carter – County

Cherokee – The Cherokee County 911 Center is operated by a trust authority. The Cherokee County Sheriff’s Office has a seat on the board, I am that member.

Choctaw – Police Department

Cleveland – CCSO Operates the 911 center

Delaware – Employees are Sheriff’s employees. A trust exist because of the 911 tax and they pay a lot of the operating expenses.

Ellis  – Sheriff

Garvin – COUNTY. THERE IS NO GOVERNING BOARD OR TRUST OTHER THAN THE BOARD OF COUNTY COMMISSIONERS. THE 911 CENTER AND 911 COORDINATOR IS UNDER THE OPERATIONAL MANAGEMENT OF THE SHERIFF’S OFFICE. SOMETIME IN 2019 THE OPERATIONAL MANAGEMENT OOF THE 911 CENTER AND 911 COORDINATOR WILL SHIFT TO A NEWLY HIRED EMERGENCY MANAGER.

Grady – Sheriff’s Office operates all aspects of our 911 center.

Harper – 911 is operated through Harper County Sheriff Office

Johnston – The Sheriff’s Office manages the Johnston County Emergency Communications Center and it is housed at the Sheriff’s Office.

Kay – Kay County Sheriff’s Office does not have 911, the individual municipalities have their own 911 centers and have OLETS terminals. I have no idea of the cost.

Kiowa – The 911 center in Kiowa County is operated by the Hobart Police Department.

Lincoln – It is operated through a trust.

Logan – All 911 calls come into Guthrie PD’s PSAP and then get transferred to us if it’s a County law enforcement call. We recently received E911 technology and will become the secondary PSAP for the County vs everything rolling over to Edmond’s center. Our dispatch is responsible only for dispatching our Deputies.

Osage – The Sheriffs office operates our 911.

Pittsburg – McAlester Police Department

Pottawatomie – Pottawatomie has a 911Trust Board, that I am an appointed member of.

Roger Mills – We have a 911 PSAP station in the Sheriff’s Office Dispatch. SWODA is our 911 administrator.

Rogers – 911 Center

Seminole – county, has a director under the county commissioners

Sequoyah – The 911 center is operated by the 911 trust authority

Tillman – The Jail Trust pays the employees but they are under the direct supervision of the Sheriff. This is due to OLETS requiring that a LE Agency be responsible for OLETS access.

Wagoner – the 911 center in Wagoner County serves the Wagoner County Sheriff’s Office, numerous volunteer fire departments and one ambulance service. They also dispatch emergency services for two municipalities that the S.O. contracts out for municipal police services. Wagoner County 911 belongs to the BOCC. It.is funded by 911 fees, commissioners use tax, and Sheriff’s Office funding. The S.O. supplements 5 of the 10 dispatchers’ salary.

Washita – Sheriff’s Office operates 24 hour dispatch service for Washita County

Woodward – The 911 center is trust that is governed by a board


Does the 911 center have OLETS? If not, how does it access warrants?

Alfalfa – Yes

Canadian – ERPD 911 center has OLETS and so does out dispatch center.

Carter – Yes

Cherokee – Yes. We do have OLETS and at one point we had KelPro to access warrants. We lost KelPro because they have some weird rule that the KelPro terminals have to be housed in the same building as the Court Clerk and our 911 Center is a mile or so away from the Courthouse where the Court Clerk is housed. Now we use ODIS for computer/internet warrant searches and hand search through hard copies.

Choctaw – Yes

Cleveland – Yes

Delaware – Yes

Ellis – Yes

Garvin – YES, OLETS/NLETS/TELETYPE. THEY ARE CONSIDERED AN END USER. THE GARVIN COUNTY SHERIFF’S OFFICE IS THE HOST OLETS AGENCY.

Grady – Yes we have OLETS

Harper – Yes

Johnston – Yes we have one OLETS terminal and are awaiting approval of a 2nd. On another note we entered into an agreement with our local P.D. to have GeoSafe access in all of our cars and dispatch but OLETS is now wanting to require the P.D. to apply for an OLETS permit. Its a lot of political red tape coming from Donnie and Gene Thaxton’s office. Our hard copies are kept by the office and copies only are available to the communications center.

Kiowa – Yes, but warrants from the District Court can and are entered, checked and verified through the Kiowa County Sheriff’s Office OLETS terminal.

Lincoln – The 911 center uses the OLETS that is owned by the Sheriff’s office.

Logan – Yes

Osage – Yes we do. 1 full access terminal and 3 Lite terminals

Pittsburg – Yes

Pottawatomie – Yes

Roger Mills – Yes

Rogers – Yes and sheriff’s office is the Olets contact

Seminole – Yes

Sequoyah – 911 does have OLETS

Tillman – Yes

Wagoner – Yes

Washita – Yes, we have OLETS

Woodward – Yes


What entities pay a fee for the 911 service? How much?

Alfalfa – No entity pays for its service.

Canadian – We don’t pay any fee that I’m aware of. There is some money generated by virtue of a fee or tax levied on phone bills. It’s my understanding those monies that would go to the SO for 911 go to ERPD since they are our 911 call reception center.

Carter – None

Cherokee – We do not pay fees, but we supply dispatchers. The 911 Center provides work stations for CCSO dispatchers, a fire dispatcher, Cherokee Nation EMS dispatchers and Tahlequah City Hospital Dispatcher. Each of these agencies provide their own dispatchers to man the stations the 911 Center provides.

Choctaw – None

Cleveland – County Government pays associated fees out of CCSO Budget

Delaware – Other than the Sheriff’s Office we dispatch for 4 other law enforcement agencies, 11 fire departments, 3 ambulance services, and State Parks. Employee salaries come from the county’s General Fund. Not one red cent.

Ellis – None

Garvin – A SMALL PORTION OF A COUNTY-WIDE DEDICATED SALES TAX GOES TOWARD THE 911 CENTER. THE 911 CENTER ALSO GETS ALL REVENUE FROM WIRELESS AND CELLULAR 911 FEES FOR GARVIN COUNTY. THE 911 CENTER RECEIVES A SMALL FEE FROM FIVE OF THE EIGHTEEN AGENCIES THEY DISPATCH FOR (RURAL VOLUNTEER FIRE DEPARTMENTS ARE NOT CHARGED A FEE). FOUR MUNICIPALITIES PAY $1000 PER MONTH FOR FULL TIME AND ONE MUNICIPALITY PAYS $750 PER MONTH FOR AFTER BUSINESS HOURS DISPATCHING. THE 911 CENTER DOES NOT RECEIVE AN APPROPRIATION FROM THE GENERAL FUND OR EXCISE BOARD.  OF THE FIVE TOWNS WE DISPATCH FOR, FOUR MUNICIPALITIES PAY $1000 PER MONTH FOR FULL TIME AND ONE MUNICIPALITY PAYS $750 PER MONTH FOR AFTER BUSINESS HOURS DISPATCHING. SEE #4 FOR ADDITIONAL SOURCES OF REVENUE.

Grady – Local PD’s and County Fire. We charge a nominal fee to local PD’s $300.00 per month and out county Fire Departments a total of $3600.00 per month

Harper – Not Sure

Johnston – We established a Johnston County Emergency Communications Center Advisory Board made up of County Fire Chief, EMS, 911, Sheriff, Emergency Management, P.D. and Commissioner Chairman that manages and county sales tax that was passed to fund the employees and equipment. No entity pays any out of pocket expenses.

Kiowa – I am not aware of any fees being paid to the Hobart Police Department by the agencies served. The 911 center / Hobart Police Department receives funding through SWODA, which amounts to funds collected through phone bills across the county.

Lincoln – It is used by the Sheriff’s office, 3 municipalities, 1 tribe, and DEQ. Sheriff – $55,000 Annually. We are unsure of the amount paid by other agencies.

Logan – Currently, money generated from 911 fees go to Guthrie PD. This will change at some point. We are part of the ACOG/911 district so we don’t pay anything for the service. The 911 fee that ACOG/911 receives pays for the equipment. There is a percentage goes back to the PSAP’s to assist with updating comm centers but can’t be used for payroll.

Osage – No entities pay us for service.

Pittsburg – County Sales Tax. Zero, other than all the county 911 tax dollars go to the city, and I still have to fund my dispatch center. MPD answers the 911 call and transfers it to my dispatch.

Pottawatomie – The Trust contracts with the Citizen Pottawatomie Nation for dispatch and 911 service. In turn the Tribe has made all of the Trust employees/DIspatchers, Tribal employees with full benefits. The Citizen Pottawatomie Nation pays for all cost above the amount that is brought in from 911 carrier fees. The Sheriff’s Office doesn’t pay anything for the Dispatching/911 service, per the contract.

Roger Mills – SWODA. South Western Oklahoma Development Authority. We do not pay for 911. SWODA sends us monthly payment to help us pay for dispatch.

Rogers – All users pay a fee. Police pay 1200 a month and fire 800 except Claremore PD and Rogers County. The county pays 680,000 and the city pays 400,000. This does not include the counties portion of the 911 fees

Seminole – none phone generated 911 fees and a small amount of emergency sales tax money

Sequoyah – The Sheriff’s Office pays the 911 center for dispatch services (we combined sheriff’s dispatch and 911 dispatch, so I still pay them to cover the salaries of the dispatchers). We pay 911 $14,000 a month for dispatch.

Tillman – The funds to pay for the dispatch center operations and salary come from the City of Frederick, which pays $7,500 per month and the Tillman County E911 Trust which pays $6,900 per month. That is all we get to pay 5 dispatchers and OLETS fees. No other city in Tillman County pays anything. The 911 was accomplished here back in the late 90’s by a vote of the people who were told that the fees attached to their phone bills would pay for a dispatch center. With the advent of cell phones, land lines are dropping like flies and so is the revenue.

Wagoner – Sheriff’s Office only. The salary and benefits for 5 dispatchers and the OLETs annual fee.

Washita – Washita County, City of New Cordell and Town of Burns Flat. Cordell pays monthly and Burns Flat pays annually.

Woodward – They receive funds from both the City of Woodward and Woodward County. They also receive funds from Ellis County for answering their 911 calls. We pay $60,000 dollars a year for dispatch services


Sheriff – Pottawatomie County – Sheriff Mike Booth Video
